Disability discounts in Kyoto
Verified disability ID card discounts at the major Kyoto venues, the City Bus and Subway fare reduction, and the free-entry sites that need no discount.
The simplest discount in Kyoto is at Nijo Castle and Kiyomizu-dera: free admission for a Japanese disability ID card (障害者手帳, shōgaisha techō) holder and one accompanying person, shown at the ticket counter. Kinkaku-ji reduces or waives admission for the same group. Fushimi Inari Taisha and the Arashiyama Bamboo Grove are free for everyone.

How to claim
Bring your Japanese disability ID card to the ticket counter at each venue. Show it before you buy the ticket. The free or reduced ticket is issued there. Where the policy includes one accompanying person, both of you receive the discount in the same transaction.
Foreign visitors with a recognised national disability ID or card from their home country may receive the same discount at many Kyoto venues, but policy varies by site. Show your card and ask at the ticket counter.
Notes by venue
Nijo Castle is the cleanest discount in Kyoto. The 800-yen standard ticket drops to free for the cardholder and one companion. Both must present documentation at the entrance. Wheelchair rentals are available at no extra cost.
Kiyomizu-dera's policy applies to a personal visit on presentation of the original card. Apply by postcard two weeks in advance if you need an entry slip prepared, or present the card on the day at the ticket counter. The free ticket covers the cardholder and one companion.
Kinkaku-ji uses the word genmen (reduction or exemption) rather than a fixed rate in its FAQ; bring the original card and ask at the ticket counter for the day's published rate. The standard adult ticket is 500 yen.
Fushimi Inari Taisha and the Arashiyama Bamboo Grove are free public sites; no discount is needed. The accessibility decisions at these venues are about route and surface, not ticketing.
Transit fares
Kyoto City Bus and the Kyoto Municipal Subway both publish a reduced fare for disability ID card holders. Show the card at the ticket gate or before boarding. The Kyoto City Bus fleet is almost entirely low-floor as of December 2025 (789 of around 810 per the operator), so a low-floor service arrives within a few minutes at any central stop.
JR West, Hankyu, Keihan, and Kintetsu also serve Kyoto and run separate discount schemes for disability ID card holders. Confirm the specific operator's policy on its station's accessibility window.
