The simplest discount in Osaka is at Shitenno-ji's central precinct: free admission for a Japanese disability handbook holder and one companion, shown at the West Gate. How to claim
Bring your Japanese disability handbook (身体障害者手帳 physical, 療育手帳 rehabilitation, 精神障害者保健福祉手帳 mental-health, or 被爆者健康手帳 atomic-bomb-survivor) to the ticket counter at each venue. Show it before you buy the ticket. The discounted or free ticket is issued there.

Shitenno-ji's policy applies to the individual-visitor case at the central precinct, not to group bookings of 30 or more. The treasure hall and garden, when open as separately paid areas, may have different policies.
Tsutenkaku revised its standard pricing in April 2026 to include the outdoor Dive and Walk deck in the general admission. The disability rate published at the time of writing is 1000 yen adult; confirm the latest counter price on the day.
Osaka Castle's main keep typically extends a discount to handbook holders consistent with the Osaka City museum policy, but the specific current rate is not published on the venue's access or about pages. Confirm at the keep entrance counter.
Kaiyukan typically offers a discount in line with major Japanese aquariums; the rate is set through the official ticketing partner. Bring the handbook to the ticket counter.
Free venues
Sumiyoshi Taisha, Dotonbori, and Osaka Castle Park are free public areas. There is no admission charge, so no discount is needed. The accessibility decisions at these venues are about route and surface, not about ticketing.
Universal Studios Japan does not publish a general disability handbook discount on the standard Studio Pass; the park's accessibility programme is access-focused rather than fare-focused. Wheelchair visitors typically buy standard tickets and use the accessibility programme for ride boarding.
